The report presents the results of the field study and comparative analysis. Together with UNESCO representatives in Paris and the Estonian Innove Foundation, recommendations were developed for reforming the various levels of the education system. The results obtained became the basis for the adoption of a number of normative and legal acts, including the Presidential Decree No. 3151 “On measures to further expand the participation of industries and economic sectors in improving the quality of training specialists with higher education” of July 27, 2017.
Methodology: The analysis of the current situation in the field of education was based on data received from the State Statistics Committee of Uzbekistan, the Ministries of Higher Education, the Ministry of Higher Education and the Specialized Secondary Education. Using statistical data from other countries, a comparison was made between different indicators of the education system development.
In order to obtain information from the first hands, a survey was carried out among parents of kindergarten pupils, pupils of schools and institutions of TVET, as well as students of TVET and universities. The individual questionnaires took into account opinions of teachers and administration, representatives of bodies regulating the relevant sector.
